CHICAGO, July 17, 2026 — Florida is investigating General Mills’ use of an ingredient called potassium bromate in what the state says is the first step in a wider probe of the flour additive’s use by food manufacturers. 

 

Florida Attorney General James Uthmeier said he issued civil subpoenas to the processing giant under the state’s Deceptive and Unfair Trade Practices Act, a measure intended to foster transparency about what’s being sold within the jurisdiction. Uthmeier said he hopes to learn what, if anything, is said to buyers of products containing the suspected carcinogen, including school foodservices.  

 

“Floridians have a right to know what is in the food they buy and feed their children,“ Uthmeier said in announcing the probe. “We are investigating the supply chain for the presence of potassium bromate in products sold across our state, including any disclosures made to purchasers and research on its potential health effects.” 

 

The relevant products in General Mills’ portfolio include Pillsbury Potentate High Gluten Flour, Pillsbury Best Bakers Patent Flour, Gold Medal All Aces Bakery Flour and Gold Medal Superlative Bakers Flour. 

 

Potassium bromate is legal to use in the U.S. but has been banned in many other countries, including Canada, China and India. It has been designated by the International Agency for Research on Cancer as “possibly carcinogenic to humans.” 

 

The additive is not uncommon in the production of baked items, particularly pizza dough, since it tends to strengthen the dough and add “structure.” Used in limited amounts for a product that is adequately baked, it tends to break down, leaving no trace. But residue can remain if the item in which it’s used is under-baked or not prepared at a high enough temperature.  

 

General Mills has not responded to a request for comment.
